As a new era begins, leisure and tourism are becoming an important component to satisfy people’s desire for a better life. President Xi Jinping said in the report to the 19th CPC National Congress in 2017 that the principal contradiction facing Chinese society has evolved. What we now face is the contradiction between unbalanced and inadequate development and people’s ever-growing need for a better life. Against such a backdrop, it is the responsibility and mission of scholars to improve the quality of leisure and tourism, realize their balanced and full development, and enhance people’s sense of happiness and fulfillment.

Instituted by the World Leisure Organization (WLO), the World Leisure Congress is the most influential event in the field of leisure worldwide. Established in 1952, the WLO is a non-governmental international organization recognized as a consultative organ with the Economic and Social Council of the United Nations. It is also the highest authority in the global leisure field. Since 1988, the congress has been held for about one week every two years (in exceptional cases in every three years). By now it has been held in Hangzhou in China, Sydney in Australia, Kuala Lumpur in Malaysia, Sao Paulo in Brazil and Durban in South Africa.
On January 29, 2015 the State Council approved that Beijing would bid for the 16th World Leisure Congress in 2020, which would be co-organized by the Beijing Municipal Commission of Tourism and the Pinggu District Government. In September the same year, Beijing won the bid after a fierce competition.
The 2020 World Leisure Congress is planned to be held for a week in September 2020, with about 1,000 participants. Themed “Leisure Makes Life Better,” the congress is intended to promote the concept of all-for-one leisure for all the year and all the people, build a famous brand and establish a pillar industry.
The organizers hope that through the 16th World Leisure Congress, the concept of leisure lifestyle will be widely accepted by the public and more people can improve the quality of their life and gain a sense of happiness through a leisure lifestyle.
Pinggu District, the host of the 2020 World Leisure Congress, is an important ecological conservation area of Beijing, with a forest cover of 66.94 percent. The history of culture in Pinggu has run a long course, with a farming culture dating back 7,000 years ago.
Pinggu is also famous for its peaches in China. In 2002 it created a Guinness World Record as the largest peach-planting county with 11,200 hectares of peach orchards. At present, there are 14,667 hectares of peach orchards. In addition to peaches, Pinggu is also well-known in China for its calligraphy, violin-making and ornamental stones. Leisure culture, leisure music, leisure agriculture and leisure sports are becoming Pinggu’s new driving forces for green development and preparing for hosting the 2020 World Leisure Congress.
Preparations for the 2020 World Leisure Congress are now proceeding in an orderly manner.
